Writing an effective business letter

I have prepared the following to send to the tax collectors at the Statehouse.

Re: Your notice, Liability Number xxxxxxxxxx
Case Number xxxxxxxx

Your notice says that I owe you $xxx.xx.

I DO NOT OWE YOU THIS MONEY.
You sent me a similar notice dated May 29, 2018, informing me of my "error" and demanding payment. I replied with a letter (see attached), explaining that I had put down the wrong County Code on my return. This means

I DO NOT OWE YOU THIS MONEY.
Not only did I send you a letter explaining what had happened, I sent you an amended return with the correct County Code on it.

Please correct your records and send me an acknowledgement that

I DO NOT OWE YOU THIS MONEY.
